Kingston

HM Prison Kingston was originally built in 1877 to the Victorian radial design.


Originally the prison accommodated domestic lifers. However in recent years there has been a change of emphasis and today the population has now progressed to a more general Category 'B' lifer population, including a wing for Category ‘C' lifers.

Accommodation: Main Prison – single cells. Category ‘C' Unit – multi-occupancy rooms.


Operational capacity: 200 as of 8th May 2009


Reception criteria: Second stage Category 'B' lifers as allocated by Population Management Section. Second stage Category 'C' lifers.


The Category 'C' Unit holds 24 lifers. Multi-occupancy rooms, shared accommodation. Access to all main prison facilities and prisoners may apply for escorted absences. Prisoners are not accepted from other prisons into this unit.


Prisoners wishing to transfer should meet the following criteria:

  • Prepared to engage in a fully integrated regime (we have no VP Unit)
  • Comply with Level 1 Healthcare needs
  • Have completed ETS if applicable
  • Not require intensive psychiatric interventions
  • Have a current OASys assessment
  • Have formulated Risk Factors
  • Have more than 6 months to their Parole Board Review.

They should also endeavour to:

  • Address their offending behaviour. Current course available is the Healthy Relationships (Intense) Programme. Prisoners assessed as needing ETS should not be considered for Kingston until this work has been completed
  • Drug support services, drug and alcohol relapse prevention, and CARATS are available
  • Seek employment which includes Print shop, Contract Services, Gardens, Drawing Office, Kitchen, Recycling Unit, various cleaning and orderly posts
