The Prison Service took over the site from the military in 1948. As a Prison Service establishment it has had several roles as a young offender institution, remand centre, and a deportees prison. It became a resettlement prison in 1992.

Reception criteria:
Life Sentence Prisoners
Prior to consideration for selection to LH prisoners must have completed 6 months in open conditions. They must have good conduct reports and had completed at least 6 successful unescorted visits in the community. Dossiers of prisoners who would like to come here and fit these criteria will be submitted to the Lifer Governor for consideration. Prisoners will require a period of at least 12 months at LH prior to their review date this will enable us to give a fair and balanced view of the prisoner concerned. However should a prisoner with less than 12 months to review want to come to LH for employment/resettlement reasons having had his LSP3E reports completed, or an establishment is agreeable to complete the reports when required, the request will be considered on its merits.
Determinate Sentence Prisoners
- Security category D on transfer
- Minimum age is 21 years
- Serving a sentence of twelve months or over (Life Sentence prisoners must have completed six months in Cat D conditions before arriving at Latchmere)
- Intend to return/resettle within the London area (32 boroughs)
- Ideally have identified resettlement needs
- No adjudications within the last three months and no outstanding adjudications.
- Medically fit for work
- No more than 2 weeks away from RDR date and no more than two years until PED date or five years until NPD.
Prisoners must not be subject to any of the following:
- Must not require full time medical officer cover. Prisoners with the following conditions are not acceptable: (a) those on an open ACCT with a raised or high level of risk (b) epileptics who have had a fit in the last year (c) prisoners requiring treatment with psychotic drugs (d) prisoners currently on a detox or maintenance programme
- Prisoners must not have escaped from legal custody, absconded or failed to return on temporary licence during the current sentence.
- No current or previous sex offences
- No current arson or damage by fire offence and no more than one previous arson or damage by fire within the last five years
- No prisoners convicted under the protection from harassment act
- Schedule one offences are not acceptable for determinate sentence prisoners. Life sentence prisoners in this category may be accepted by agreement.
- No prisoners who are scheduled or recommended for deportation.
- No outstanding confiscation orders or fines.
- Prisoners whose applications for parole are underway will not be accepted before their parole interviews have been completed.
- Prisoners should not have outstanding court appearances or medical appointments within one month following arrival.
