Case Study - Procurement Systems

What's it like working in Procurement in the Prison Service?

Michelle Jackson - Procurement Executive

Michelle Jackson is a Procurement Executive working in the Systems team. It has been an exciting few years for Michelle who has been heavily involved in the design and implementation of the Oracle procurement systems that are now in use across HMPS.

But she isn't a typical ‘techy' and while she acknowledges the importance of being able to grasp technical concepts, she thinks that her more business focused background is a positive advantage. Michelle holds a degree in Business and Marketing and started her procurement career as a buyer with Network Rail.

“Before coming to HMPS I already had experience of implementing Oracle iProcurement and found my buying experience really valuable.

“In my role now, buyers and requisitioners are my customers – they are using the Oracle solution that I designed and implemented – and being able to put myself in their shoes is a real advantage.”

Although the Oracle system is now up and running, there are still plenty of challenges for Michelle as she works with those that are using it to identify how it can be improved. Continuous improvement is her responsibility and all changes to the system must be authorised by her.

As well as enjoying her role, Michelle has also been impressed by HMPS as a working environment.

“Before coming here, I thought that it would be terribly bureaucratic and that people wouldn't be open to change, but in fact people have really taken the procurement changes on board and that's been really rewarding."
